The Needs of the Fleet

"Ser/my [lord/lady], we have been ordered by the Baratheons to find a spot for a new shipyard. The ports we have cannot build more ships fast enough."

"Let us presume that I do not wish to beg Ser Lonmouth or use legal trickery, what then?"

"That leaves us only the option of building an alliance of houses against Ser Lonmouth, in the event he blocks this improvement."
