Between May 2014 and June 2015, before each Alliance Vs Alliance (AVA) phase began, the number of AvA participants each Alliance had in the previous three phases was averaged to determine that Alliance's starting tier for the phase. This was not measured on the total number of members in an Alliance, only those who participated in AvA.
Once the phase had commenced, if the Alliance gained sufficient participants, their tier would be dynamically adjusted upwards. However, an Alliance's tier could not drop during a phase, even if participation numbers did not reach the numbers needed to qualify for the tier they had been allocated.
Tier 3 Alliances are Alliances that had an average participation of between 51 and 100 members per Phase for the previous three Phases.
